I am not convinced the deployment is correct or real......cause Biden pulled our ships out of The Black Sea in early 2022 when the hostilities broke out and Russia now has 20+ ships in The Black Sea

Yes, and what you've stated is also what I have thought... that the Black Sea is an international body of water with access to it, and over it, being guaranteed to all nations. My question requesting clarification was directed to @ruthless terrier ,who had indicated in his post that American presence on the Black Sea had been somehow canceled or terminated in 2020.

The only portion of any part of the greater Black Sea that is supposedly 'off-limits' is a small inlet called the "Sea of Azov", which is claimed, evidently, by both Ukraine and Russia. "The sea is considered an internal sea of Russia and Ukraine, and its use is governed by an agreement between these countries ratified in 2003." Of course, that was before the shit hit the fan in 2022....
