The Black Sea is an 'international waters' sea. So, yes, if the Russians wanted to, ostensibly they could sail their ships into any of those four of the Great Lakes. I'm not a maritime lawyer, but that's way it looks to me....
BTW, if the Russians venture into Lake Michigan, we can blow their asses out of the water!
