They will also continue to increase collaboration on defence and security, climate action, and immigration.

China does not even really need these "police stations" but it is all about power. China is so insistent on maintaining control over its citizens that they even want to be able to do it Canada. (And most of the Chinese population in Canada is concentrated into just two of the big cities)
The thing is, Chinese people in China might flee to Canada to get away from Chinese authorities, or Chinese living in Canada could even pose a political threat to China, since they are fluent in the language, are more likely to want political change in China since China is their mother country, and it is easy for them to move back and forth between the two countries. China is afraid of its own citizens being able to organize outside of its control.

The chinese are an integral part of the Great reset. They want to spread the Chinese method of government, replete with Social Credit System, mass surveillance and secret police over the west. They just cant be blatant about it yet.
