Its a stupid move unless US or NATO soldiers man the tanks.
First, the original Ukraine military has suffered major casualties and are not available. That means its basic recruits manning the Ukraine army and will require a lot of training in basic military thinking and activities much less the use of Western high tech equipment.
Second, Ukraine military is based on Soviet style (Russian) weapons and armour, thats radically different from Western armour which is heavily based on electronics. Ukraine personnel will have to be trained to operate these tanks and how to use them, their weaknesses and strengths, new tactics. Its a radical change and it won't happen quickly.
Third, training will be difficult. Can Ukraine recruits read manuals and labels and software in Polish or English or Finnish? The manuals and labels and software displays are not in Russian or Ukrainian. Who is going to operate and repair and equip these tanks?
The Abrams master gunner course in the US army is 6 weeks. Thats after the 15 week course to be an armor crewman. Is Ukraine going to wait 5 months before fielding tanks with well trained and capable crew? I doubt it, they will rush the training and get the tanks out in the field with a crew that barely knows how to operate the tank.
In this age when everyone thinks tech is king, people forget its not the machine its the man in the machine thats important. An untrained person in the best tank in the world is going to get killed when he goes up against reasonably trained infantry or armour.

You forgot to mention Bush Defense Sec Rumsfeld who would not allow the appropriate number of troops to be sent to Iraq, it was a disaster and a lot of good people were killed because of it. Gen. Shinseki pointed out the flaw and Rumsfeld ruined his career. Bush backed up his buddy "Rummy" and would not change the clearly failed strategy insisting all was well with the Iraq war. Until after Bush was re-elected, then it changed. For Bush and "Rummy" it was politics above people.

Russia's most formidable weapons? What are they? Due to systemic corruption they can't produce their T-14 tank, which on paper looks pretty good but keeps stalling in parades.
Their stealth fighter is joke, but due to that sytemic corruption, they can't build any of those either.
Their Sarmat missiles are liquid-fueled, meaning they are a first-strike weapon, but manufacturers of them hasn't started yet, years and years behind schedule. Yep, more systemic corruption.
The Russians have been able to build and deploy some of their "hypersonic" Kinzhal missiles, but a close look at them reveals the hype doesn't live up to the weapon. It's basically an air-launched ballistic missile. EVERY ballistic missile and spacecraft has reached hypersonic speeds. The Germans V-2 rocket achieved hypersonic speeds.
The Kinzhal missile is basically an air-launched Iskander missile, capable enough but nothing new. The "hypersonic" label is a marketing gimmick. Russia is, or was, the world second-largest arms exporter. I said "was" because of their overall dismal showing in Ukraine, which has demonstrated their T-90 tanks have the same Achillies heel as their antique T-72 tanks.
Russia NEEDS to sell a lot of arms so that it can build it's stealth fighters and other truly advanced weapons.
Right now, things don't look too good.
