Rand Paul: FBI Will only Be Reformed if We Remove and Replace Top 10% of the Agency
I would correct Sen. Rand Paul on one point. The top people in the FBI don't need to be "law enforcement people." It isn't their job to fight riots, locate spies, or any other law enforcement act. The only closely related responsibility is dealing with organized crime in Washington, DC. I would be delighted with Rep. Jim Jordan or David Nunes running the FBI.
When our police chief died the personnel director said the City Manager wanted to appoint me Chief of Police. I said I would work hard and deliver. Then he said, "The City Manager wants only one thing from you." I waited. "He wants your word that you will do whatever he tells you to do." When I quit laughing I turned the offer down. I was committed to law enforcement and felt I worked, not for the City Manager, but rather for the city, the community.
I would prefer the top 10% be fired or retired, reach way down in the organization and move people up who haven't been to Corruption 101 as a graduate class at the FBI Academy, and as the Director and perhaps one level down, have requirements that don't include law enforcement experience.
The most important duty of the Director of the FBI is to protect the department, and the public, from the politicians and their myrmidons such as our present Attorney General.
