Snow pack is what they need, if they are lucky it will be a record year for snow. They need about five of them in a row.

Many years past the Corp of Engineers had detailed maps for dams to be built through out a river system. they planned for future needs. that was stopped about the time of all the "save the salmon", movement. imo, that stopped the concern for the future populations of humans and what needs they would have. From what I remember, later released information said actually it was conditions in the ocean that mostly affected how many salmon returned each year. We seem to go through extremes of "changing" things. Now it is climate change and the use of our natural resources for fuel.

Construction would take several years, as would filling it. Current projection are that it would be operational in 2031.
