Probably searching for landmarks and failed to pay attention to his altitude.

I would imagine those towers being a 100 feet tall and close to the airport the towers had lights but with the heavy fog the lights might not have been visible.

At 100 AGL, unless they are real close they probably are unlit, but would be noted on the chart as a hazard to watch out for.

Normally if not in a glide path painting and lighting doesn't kick in until the height is 299' or higher, general aviation is supposed to remain at over 500' to 1000' depending on the area. .
