Fantastic concept if it weren't for the need for mutual self defense. If it weren't for that the 13 colonies would have become 13 states. The next best option might be another Constitution which makes things even clearer. Probably less than that. However, Russia has plans for Ukraine and is already rebuilding the parts under it's control. I think when all is said and done Ukraine will be a stronger country economically than is was before the war.
