That may not be the case in Canada much longer, where their Parliament is considering a law allowing judges to place someone under house arrest if the judge thinks they might commit a "hate crime."

Critics have warned the “draconian” bill is an overreach of power and could stifle free speech and difficult discussions.
But Canada’s justice minister defended the measure, claiming it would be an “important” tool to help protect potential victims (https://www.telegraph.co.uk/global-health/terror-and-security/canada-far-right-movement-fuels-violent-islamaphobia/).
Consider Judge Engoron. A trial where the defendant wasn't allowed a jury, where the judge said the defendant was guilty before trial, where there was no victim, no one was harmed and the sole purpose was to attack a specific individual. The "crime" is a common business practice and Governor Hochul has already said that even if it is a common business practice no one else will be prosecuted.
How nice would it be to give tyrants, read that as liberals, a tool where they can destroy people for crimes they might commit? In Canada and the U.S., when the tyrants name someone the judges don't have to work to find a law. They will have laws for common practices with no victims and laws for crimes that might possibly be committed sometime.
