The flaw in the system to punish people is space. When 20 people protest, you take them to jail. When 5,000 people protest what the hell do you do with them? And if you arrest the truck drivers who transports your needed items across the county. You can bet that if they start taking truck drivers to jail the rest of them will stop working.
