    No, but it's about energy transfers between two different slightly unstable modes of rotation about a minor axis of inertia.

    The major axis of inertia would be parallel to the axis of the bigger cylinder, but offset by some fraction due to the mass of the stem sticking out. If it had been spun through that axis, it would have been more or less happy and

    But this object is rotating about the lesser axis through the stem and it wobbles slightly, and as the wobble gets farther away from the principal axis, it gets more unstable and then it slips into the other mode.

    The math is both complicated....and something I haven't reviewed since 1990.
