    I doubt tha china is overly concerned about unemployment.

    There are millions and millions of people in China who are completely forgotten or ignored. A couple million more doesn't matter to them.

    China rules with an iron fist. Don't let Hong Kong fool you. Any uprising in mainland China will be squashed with swift and unbridled violence. We will only be able to guess how many died.

    What they're concerned about is that the population might start getting malcontent, and if they're not satisfied economically, they might start calling for an end to the one-party rule in China. They are concerned about anyone threatening the power of the Chinese Communist Party, and potential chaos that could break out in the country.
    Right now things are politically stable in the country because the majority of the ethnic Han Chinese population are content to let things go on as they have been, since they have seen their economic situation improve during their lifetimes.

    In ancient China, there's an old concept known as "the mandate of heaven", which means as long as things are going good, it's a sign that divine heaven favors that ruler, but when things are very bad, that ruler no longer has the divine favor of heaven, and then could be (in a sort of moral sense) removed. The Chinese Communist Party leaders must maintain heaven's favor.
    (sort of Daoist concept)
