Took a long term agent who only captured them, and had him locate their phone numbers, call them up and demand they surrender, they would come in, about 98% of them the next day, and no investigative time had to be allocated. He also positively refused to investigate any of the college kids burning their draft cards during the Vietnam War, violating the Selective Service law, in direct opposition to Hoover (those minor violations built statistics) - but the boss wouldn't move against him. Waste of company time.

    He did get involved in the radical Weatherman and SDS investigations though. When he was SAC Detroit, visiting the Michigan outlying Resident Agencies, he asked those agents (one a close friend of mine out of Buffalo), for information on organized crime in their cities, and they all told him organized crime existed only in Detroit. Welch's answer was simple, then none of you will mind if I close all of your outlying resident offices and transfer all of you back to downtown Detroit headquarters to work cases. Organized crime investigations began to open the next day. Hoover didn't believe in the Mafia, and tried to keep the Bureau out of investigating it for a long time - Welch changed all of that in a distinguished career.

    What has occurred to the Bureau today, would have been impossible under Hoover. He would have used a Peter Strucz until he was no longer useful, or discovered his bias, then banished him to Butte, Montana, Anchorage, Alaska or somewhere in Arizona or Nevada desert's, given him a jeep for his official vehicle, and a shotgun, and told him to keep the peace with the Indians, and never would have been heard from again officially. Embarrass the Bureau was the worst violation one could engage in as an employee.

    But that is all in the past - the thread has changed, is no longer of interest, I don't care to go into it any further. It isn't my life now.
