Things tend to develop slowly in real life.

And, you get your first wave which are mostly opportunists and dummies, and your second wave which usually have a bad attitude, but the third wave is the worst because they're deliberate, methodical and thorough.

For instance during the Rodney King thing in LA, you had your looters which caused the Korean shopkeepers to get on their roofs with their rifles oh, that was the first wave. Then you had your Hooligans attacking Reginald Denny and the like, that was the second wave... and then after 3 days or so the LAPD finally decided to show up, probably because they wanted to prevent any kind of third wave activity, which might it included things like small Gang Wars and such...
