    Number 22 documents a not well known bit of WW1 history. The US in some places was a less than safe place for people of German heritage in those years. There were riots and murders. So FDR wasn't entirely making @#$% up when it was claimed that the internment camps were protective of the Japanese heritage people interned. I'm not sure if the same excuse was used to justify the much smaller number of Italian immigrants interned during WW2 (they were here legally, but as I've read, had not been naturalized).
